This PR completes Tutor Quality Stage 1 on UnoSim-Examples: deterministic course-content quality validation and the permanent PWM regression fixture
TQ-REG-001support.It preserves the narrowed
variables-and-serialactivation from PR #2 and adds the small, structural authoring-quality cases required by the UnoSim Stage 1 hard gate (including required DEEPEN/Mastery probes and content hashes).Compatibility

Tutor Quality Stage 1 supersedes the implementation scope of PR #2. PR #2 remains open intentionally; this PR does not close or merge it automatically.
Stage 2 boundary
Real-provider evaluation, human/empirical learning-progress measurement, LLM-as-Judge, and adaptive tutor strategies remain explicitly out of scope.
