test: add Swift SDK generated-client DX journey

Journey 11 generates and compiles a clean Swift consumer against public SDK 0.15.0, then resolves, signs, submits, and confirms a transfer on a disposable local devnet. Its devnet funds the canonical CIP-1852 signer vector. The journey requires trix 0.28.0 and tx3c 0.25.0, cleans up its Dolos process, and documents package pins and commands.

Stable and beta select native macos-15 with Xcode 16.4 and preserve failure artifacts. The proposal incorporates current main and preserves the merged Java journey and both Java CI jobs. Both workflows retain every existing job and setting. This PR remains draft for QA.

Verification at c848ca1:

• Local Swift journey with explicit trix/tx3c/Dolos/cshell paths passed in 25s, one journey and zero skips. Public SDK resolved at 0.15.0; generated client and consumer compiled; transaction c7904952653085be54da4092c1d53e645242f31eef4d363541d6770ba154d58b confirmed.
• Both full CI workflows passed: stable, 32 jobs, beta, 23 jobs.
• Native Swift jobs actually executed with trix 0.28.0 and tx3c 0.25.0, one pass and zero skips: stable, beta. Java and TypeScript consumer jobs also passed on both channels.
• Bash syntax, strict Swift formatting, workflow YAML parsing and structural comparison of all jobs/settings, and git diff --check passed. Swift fixtures and common helpers are unchanged from the previously reviewed implementation; Java fixtures match main exactly.
• Checkout clean; no Dolos daemon remained; default toolchain link preserved.

Earlier verification at 2512c32 included isolated released-channel local stable/beta runs and the full local suite. Hydra and live-network skipped internally for unavailable Docker/preprod credentials; those paths are not claimed as local runtime coverage. Current-head CI results are linked above.
