• move repository-standing, journal, preview, and publication policy onto the retained Dolos headless facades so the normal graph has no Dolos publisher/backfill implementation
• preserve the immutable 1ae4e91c18a9e1456a3612af402d7b9b97546d30 old host as test-only aliases for executable parity
• document the final ownership boundary, candidate tuple, chart/config handoff, and explicit release cadence/publication process
