feat: expand multilingual language packs

Summary

• revise and expand the reviewed English and Indonesian dictionaries
• replace provisional sentinel coverage with real language-pack and exclusion regressions
• update stable installation instructions and multilingual positioning across both READMEs and the docs site
• document available packs and the contribution path for future languages
• add a minor changeset for the package behavior update
