[chore] add lint:all to lint the whole tree

BRU-4721

npm run lint only checks changed lines (eslint-plugin-diff) locally and in CI so it reports 0 on a clean checkout. lint:all runs the same rules on every file so we can see the real lint debt.

Note:

• npm run lint and CI are unchanged. lint:all is report only and not in CI.
• Today: 871 files, 68 errors, 471 warnings (all no-explicit-any), will do a follow up clean up PR for resolving lint issues
