Summary

Replace retired TTS Code of Conduct references in uswds-elements with the replacement statement supplied in uswds/uswds#6779, linking to the GSA Social Media Policy (Section 10 Engagement). Preserve the existing Digital.gov guidance where present.

Part of uswds/uswds#6779. This PR covers this repository only; the cross-repository tracker remains open until the other replacements and archived-repository scope are resolved.

Reviewed the full prose diff, confirmed the replacement wording matches the issue, checked the GSA destination, scanned this branch for remaining retired-policy references, and ran git diff --check. No executable code changed.
