Adds a Services section for hosted feed tooling, with RSS Emit as the first entry. It generates Atom and JSON Feed output from pages, source lists, or topic prompts, and can deliver new items to email, chat, or an HTTP endpoint.
The existing sections cover readers, apps, and libraries, so there wasn't a fitting home for a hosted service. Happy to fold it into an existing section instead if you'd prefer.
