ci(rust): use the shared format and build-and-test composite actions - #86

The Go and Markdown format checks and the build-then-test steps are the same on every language; they now come from .github/actions/format-check and .github/actions/please-build-test on main, so a change to them never edits this file. Everything specific to Rust stays here: its own formatter steps, setup, build targets and coverage smoke tests. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

Step 3b of making Sync Downstream Branches robust:
ci-rust.ymlwas main's boilerplate plus this branch's extra steps in one file, so both sides editing it conflicted. The Go and Markdown format checks and the build-then-test steps are now calls to
.github/actions/format-checkand.github/actions/please-build-test(shared onmain, already on this branch). Everything specific to Rust stays in this file: its triggers, its own setup and formatter steps, its build targets and its coverage smoke tests, unchanged. This PR's own CI runs the new file, so it is the test.
