Adds the Shared Files Guard job to this branch's own ci-rust.yml. It runs .github/actions/shared-files-guard (from main, already on this branch) on pull requests into Rust: a changed file under a path main owns must be identical to main's version, so a sync of main passes and an edit made here does not. See docs/ci.md.

This PR changes only ci-rust.yml, so the guard must pass on it: that is its test here. I also ran the script on this branch's tip against main beforehand: no shared file differs.

Calls the shared-files-guard composite from main; a sync of main passes, an edit of release.yml,
the composite actions or scripts/ made on this branch does not.
