The v0.11.1 release is published and immutable, but the archive and reconciliation marker still describe it as pending. Record the successful recovery workflow, exact release/tag/receipt and issue/milestone outcomes, advance
.release-reconciled-versionto 0.11.1, and clear the completed recovery plan. This PR changes only release status documentation and its marker; the published package and assets remain unchanged.Validation: external provider metadata readback,
tests/test_release_receipt.pyandtests/test_operations_docs.py, diff check, signed commit, and Gitleaks staged/tree/range checks.
