feat: complete deterministic R0 fixture

What

• adds the deterministic R0b fixture factory and an external controller/oracle
• provisions a pinned standalone Node.js runtime with SHA-256 verification
• proves base green, mutation red, known repair green, exact tree hashes, LF normalization, cleanup, and zero source-repo mutation
• records the July 31 research refresh and the next candidate mechanisms without claiming measured product outcomes

Why

R0 needs a reproducible takeover substrate before Chronicle, replay, mutation, readiness evidence, or UI work can be trusted. The production-agent loop remains outside the human-practice critical path.
