revitalizer + dispenser

content additions:

• revitalizer tower, repairs buildings, needs fuel & power
• dispenser, larger vending machine that stores more, sells most items (excludes food and drink)
• vending machines can have custom prices for items
• vending machine storage & withdraw is limited to owner
• can use hex colors and texture in /fill
  • can also use hex colors in /fill building

bug fixes:

• fix lamps having invalid content (gets fixed when loading sector)
• fix items being stored in cryotube (would crash sector when loading it)
• fix guns firing through walls (although this was already added in another patch)
