ZeroAuth + ZeroAuth-Governance both transferred to the new zeroauth-dev GitHub organization. This commit refreshes hard-coded references across governance docs, threat-model docs, compliance mappings, and the evidence-pack manifest sources so the audit trail points to the canonical org going forward.
