Summary

Removes the embedded OpenCOOD sources, cooperative-perception checkpoints, and AdvCP runtime assets from OpenCDA. OpenCDA now integrates with sibling OpenCOOD and models repositories, fetching individual model bundles on demand.

• Removed the embedded OpenCOOD sources and moved OpenCOOD-specific dependencies and CUDA build ownership out of OpenCDA.
• Updated Docker stages to install OpenCOOD from the sibling repository and build its CUDA extensions independently.
• Added runtime resolution and integrity validation for cooperative-perception checkpoints and AdvCP asset bundles.
• Added sparse checkout support that downloads only requested bundles from the models repository.
• Added OpenCDA CLI options for model IDs, repository overrides, custom checkout paths, refs, offline operation, and AdvCP asset selection.
• Added NumPy-style docstrings and unit tests for the model resolver.
• Updated OpenCDA documentation and examples for the new repository layout and commands.
