chore(parity): every spec under a feature, every capability on a screen

Every main spec now sits under a feature or in internalSpecs, and every capability row is linked to a screen or has a reason why it has none. Only openspec/parity/capabilities.json changes.

Counts

• Rows linked to existing boards: 0 (stackiq had no boards before this)
• Rows linked to new boards: 162, spread over 27 new Sk* boards (design-system PR design/stackiq-screens)
• Rows with a reason instead of a board: 13 (APIs, hosting, licence, RBAC/multitenancy enforcement, the portaliq portal, the MCP tool interface)
• Decided-no rows: 41, left alone
• Specs added to a feature: 11. Specs moved to internalSpecs: 16
• specScreens: 68 specs that no row links. 46 point at boards, 22 have a reason (the 16 internal specs plus 6 that run in the background)

Odd cases

• land-migrate-legacy has state none and has not been decided. It is drawn as an import source ("vorige Softwarecatalogus") on SkApplicaties instead of getting a reason.
• The generator does not read internalSpecs, so internal specs still appear under "not tied to a feature" on /capabilities. Each one has a specScreens reason.
