With System Center updated to produce the correct set of
IsEndflags in the Line Segment Wizard, this logic becomes a hindrance because it cannot be overridden. We do still assume that a line with only a single segment has an end segment regardless of theIsEndproperty, just in case that configuration comes from an external source likeDeviceDefinitionsMigratorwhereIsEndmay not be properly assigned.See also: GridProtectionAlliance/SystemCenter#918
