Cut with `tools/changelog_fragments.sh cut 0.47.0 2026-10-25`: the CHANGELOG gains the 0.47.0 section (from 51 fragments, which are deleted) and VERSION becomes 0.47.0. The section opens with an "Upgrading from 0.46.0" note: rm removed (#1884), removing a missing file raises io (#1668), tape v7 module-source records, and the observer improving (#1771) and equilibrium (#1891) changes. docs/release-reviews/v0.47.0.md, addendum 2: - The range extends to 6352151 (#1954-#1961), with the instruments re-run (all OK). - Eight rows the review flagged were fixed before the cut and now say FIXED with their PR. Verdict: 20 fixed, 1 flagged (#1688). - The consumer preflight table: 16 consumers, each non-PASS one run against v0.46.0 with the same harness, with regressions bisected or reduced.
