Publishes the complete reviewable Interaction Engine source tree and expands it into a governed commerce and multi-vertical workflow catalogue.

The overlays include service booking, job variations, maintenance, property turnover, site variations, material requests, practical completion, client consent, hospitality bookings, event setup, guest issue resolution, stock transfers and supplier receiving.

Governance and authority boundaries

• WorkCore remains the operational mutation authority.
• Every executable workflow preserves tenant, actor, device, correlation, causation and idempotency lineage.
• High-value refunds require evidence and human approval.
• Negative inventory adjustments and material stocktake variances require evidence and approval.
• Cost-bearing job/site variations require approval.
• Client intake records explicit accepted consent and privacy-notice version.
• Supplier discrepancies require evidence, an owner and a due date.
• Draft templates remain incompatible even when a host advertises their future capability.
• Authenticated tenant identity overrides request-controlled tenant data.
• Wizard-session reads and submissions enforce tenant and actor ownership.

Remaining production boundary

All newly introduced capabilities remain connected_host_verified=false in the machine-readable compatibility report. They are package-ready, but require canonical WorkCore handlers, permissions, policies and connected-host tests before live operational mutation is enabled.

The PR remains draft until that boundary is resolved or explicitly accepted as a separate integration phase.

The PR remains draft solely because connected WorkCore capability verification is still outstanding, as documented in Issues #1 and #3.
