Defines Option A (Base-only) and Option B (per-claim Base or Arbitrum), the rationale for dual support vs Base-only, and a mandatory SOW bid process for the smart-contract developer before scope freezes. Numbered 94 because open PRs MorpheusAIs#85/MorpheusAIs#86 reserve MRC91–93 for unrelated compute/runtime work. No existing MRC covers capital claim mint chain destination (MRC43/56/64 are related but different).

Proposes six areas of standardization for the Morpheus compute subnet, based on findings from building Pistachio, an independent Rust consumer node.
New weights requested: 0 (specification only). A follow-up MRC will scope companion artifacts.
