Rae clarified that coherence can describe one or several ongoing processes, can have qualified levels rather than a yes-or-no label, and increases when a process moves toward an actual route rather than merely recording an unmet need.
Rae accepted the actionable-route passage for the current draft, then rejected describing a seriously coercive arrangement as functionally coherent: people, power, and lived consequences belong inside the system boundary. The existing project term Rae recalled is false coherence. Rae further confirmed that openly acknowledging serious coercion does not make the arrangement coherent, comparing acknowledgment to admitting a lie: what happens afterward is important.
Rae noted that whether an intervention is described as stopping harm depends on how harm is defined and should not rest on one unchecked definition. Rae rejected both “protective coercion” as contradictory and “an agency-limiting intervention justified as necessary to prevent harm” as another possible blank check.
During line review, Rae flagged “relevant authority” in the actionable-route passage as too broad. The accepted wording now requires an identified person or body with defined responsibility, accountable decision scope, and practical capacity to act on the specific constraint; it does not assume such an actor always exists.
Rae then asked that the factual record follow the classic who, what, where, when, why, and how, and cautioned that “authority” has multiple meanings that can be misinterpreted.
Current synthesis
False coherence already appears in Root Sequence and UCF treatments of manufactured consensus and coherence hijacking. Applying it more broadly to coercive systems is an author-directed synthesis that still requires testing.
Scope and review status
The actionable-route passage, including its narrowed responsibility wording, is accepted for the current draft. The expanded factual record and disambiguation of authority are assistant syntheses for Rae to review. The false-coherence and harm-definition revisions also remain under review. C-003 and the broader manuscript remain provisional; no source, byline, release, or publication approval follows.
The next passage-level question is whether the expanded factual record captures the intended distinction without creating another blank-check label.
