Recorded the author's response to the open C-003 capacity question: a
supported and revisable allocation can be a coherent response to an unresolved
constraint, and coherence is not necessarily a destination but may involve
many processes. Added a provisional synthesis to sections 4 and 7 that keeps
the unmet need visible and allows different interacting processes to have
different coherence assessments.

The author further clarified that coherence can have levels rather than being
only a yes-or-no property, and that moving toward an actual route for resolving
the constraint is more coherent than moving less toward one. The synthesis now
permits bounded, qualified comparisons while rejecting one universal score or
the assumption that improvement in one process cancels failure in another.

After reviewing a synthesis grounded in existing Root Sequence work, the
author accepted the actionable-route passage for the current draft. It says
that a route need not be complete, but must change the conditions around an
unresolved need so that a consequential next step becomes more possible,
supported, or accountable. Traction, continuity, and accountability distinguish
a credible escalation from deferral.

This is a passage-level decision, not approval of the broader working
definition, the whole section, the manuscript, its sources, a byline, or
