Overview
Bumps the default Socket Registry Firewall container image from 2.13.8 to 2.14.0 and aligns the Helm chart appVersion / chart version from 0.11.15 to 0.11.16.

The same pins are updated everywhere installs read defaults: helm/Chart.yaml, helm/values.yaml, helm/README.md, CloudFormation firewall-eks.yaml parameters (ChartVersion, FirewallImageTag), cloudformation/values/dns-override.values.yaml, and cloudformation/README.md documentation. No application or chart template logic changes—only version strings and docs.
