Add Hegemony keep citizens release

Summary

• add the complete eight-character Hegemony keep-citizens production release
• document four LODs per citizen, close-LOD rigs, Idle/Walk/Work/Greet actions, two exotic mounts, and restrained crest use
• add checksum-addressed release metadata, provenance, archive-only licensing, and a detailed public-sanitization audit
• include a 2400×960 release overview and the full 2600×1700 lineup directly in the patch so reviewers can see every added asset

Distribution and licensing

Large Blend, GLB, and source PNG files stay out of normal Git history and are
uploaded as the tag-specific GitHub Release ZIP. The patch tracks only the
high-resolution review gallery, manifest, checksum, provenance, license boundary,
and sanitization report. Public archival and release distribution were
authorized by Ael; no separate open-license grant or live-integration claim is
made.
