The archive marks this medium-risk lease-manager task completed and releases ownership, but neither this record nor either linked evidence file records a post-remediation independent audit result or validator; the cited independent branch run only executes unit and self-hosted tests, while zero review threads is not audit evidence. Because the remediation addresses two concurrency P1s, closing now bypasses a mandatory completion gate and can leave further material defects without an active owner; record a qualifying independent audit PASS before archiving.

SUPERSEDED closeout. This PR was prepared after #312/#313 but before the later material
guard-rundaemonization finding. PR #316 is the active remediation and must be independently reviewed/promoted before the lease-manager lifecycle can be closed. Do not merge this stale closeout. A fresh terminal closeout must be based on the final corrected manager onmainand include all later P1 remediation evidence.
