Archive OTC-20260816-linux-ci-hybrid after the merged implementation in #331.

Evidence recorded in the archive:

• exact implementation head 4c50f1d5843bfe067cca19519e25e4fa9dc7ccfe passed full Linux build/test/startup CI (31935503532);
• the implementation head and squash merge c4b1919e16fb2931c74f32cb310229703dbf893c have the identical tree 6a51b91962c61b72a97a308d07292779ac7c3407;
• the first post-merge heavy failure was an external freetype source HTTP 504, not a code regression;
• Windows workflow/references are absent from current main;
• current main CI is green for its scoped changes;
• ci: move required builds to Linux and preserve runtime hybrid #331 is merged, ci: reduce hosted-runner queue amplification #328 is closed superseded, review threads are clean;
• ownership is released and the active task record is removed.

This PR is intentionally documentation-only. It should validate the CI path-scope optimization by emitting only the scope detector and aggregate required gate, with build/Lua/fast/smoke work skipped as inapplicable.
