Track A RUNTIME v7 — governance-invalid fail-closed checkpoint

Task: existing OTC-20260816-track-a-canonical-runtime-e2e.
Base: exact trusted main@778e13306d93297025abf8e4e970e91ac9830a36 after graphics fix #402/#404.

The physical v7 workflow executed one bootstrap attempt, but the deterministic Track A admission-policy audit independently failed with bootstrap is not currently implemented/authorized: current governance requires mutation_authorized:false for runtime_access: canonical_bootstrap. Therefore the v7 execution MUST NOT be represented as governance-compliant authority or as permission for any retry.

Physical evidence retained from the fail-closed run 31960965493 / job 95198777325: trusted wait and graphics source contracts PASS; support root/xkbcomp/WARP/Xvfb/VNC PASS; lease generation advanced 5→6; client start reached; bounded wait again ended client_window_missing; no authoritative registration was published; Gate B was not reached; no credentials/login/gameplay were used.

The one-shot workflow was removed, task state was returned to mutation_authorized:false, and final checkpoint governance 31961155654, CI 31961155707, Ready CI 31961193385 all passed before merge. Further canonical bootstrap mutation is prohibited until governance explicitly implements/authorizes it. A governance-compliant non-canonical QSG_INFO/GLX/EGL/RHI diagnostic may be performed separately.
