docs(track-a): define world observation Atlas boundary

Reconciles the Track A producer side of OTS-20260813-world-reconstruction-navigation with current programme routing.

Key decisions:

• official native Linux Tibia client / Track A is the authoritative live producer;
• old open-source OTClient recorder PR feat(client): add map observation recorder #292 is closed unmerged as superseded;
• preserve MAP_OBSERVATION_V1 semantics;
• introduce a durable local World Observation Index with deduplication/history/provenance and deterministic dirty 128x128 chunk export;
• preserve acquisition/access provenance, including special/admin teleport observations without implying normal-player reachability;
• keep physical login/display/input/gameplay/relogin authority in RUNTIME;
• keep Atlas consumption a separately authorized promoted artifact boundary rather than a Track A runtime dependency;
• archive/release the stale original P0 task that still described Track B.

Documentation/lifecycle-only. No official-client runtime access, login, X11/VNC, Track B mutation, proprietary client material or owner-funded AI/API use.
