RUNTIME dependency for existing P0 consumer #302 / OTC-20260815-track-a-p0-direct-position. This is not a new P0.

The previous #467 snapshot was generation 7. Generation 8 proves the old blocker was not blindly copied; current state was freshly re-measured and still has no registered canonical runtime.

No current registered exact-client IN_GAME lifecycle exists for P0 to reuse. P0-only bootstrap/login is prohibited, so no process-memory discriminator was executed and no direct-player-position claim is promoted.

Exactly one missing dependency remains: a separately legitimate canonical lifecycle, established for an independent authorized purpose, that creates a current registered exact-client runtime and reaches structurally verified IN_GAME. Only then may a fresh RUNTIME admission perform current Gate A / any required rebind / Gate B and the bounded read-only P0 semantic discriminator.

No world-map extent/mutation/render/server-delivery research was performed by this task. Consumer #302 remains Draft and must not be promoted.
