docs(track-a): refresh full-client RE coverage on current main

Objective

Promote the independently audited FULL CLIENT RE 100% coverage contract from stale source #536 while repairing its current projection against today's trusted main.

The 169-row denominator, taxonomy and fail-closed status contract are accepted. The source branch was behind_by=28, and its current-refresh/matrix predated the current-client fence, current-build subsystem packages, terminal S10 result, native login-to-world proof, settings/economy work and later closeouts.
