Fresh independent coordinator review 4971484054 classified the source ACCEPT_WITH_EDITS. The 169-row denominator/taxonomy/status contract was accepted; the source current-refresh/matrix was materially stale and the branch was 28 commits behind current main.

Clean promotion #583 preserved the historical 169-row checklist byte-identically (blob 306e94aa1e92e626ad6e9db8df0c35428dfa602c) and rebuilt the current overlay/matrix from independently promoted evidence.

The refresh intentionally does not promote #550 diagnostic GUI observations, does not infer #539's missing action-specific edge, keeps A15 blocked after observed session loss, keeps G31 NOT_STARTED, and does not advance H01-H06/H15-H19 from compiled-name presence alone.

No runtime, credentials, login, GUI input, gameplay, transaction, process-memory access or runtime mutation was performed by the coordinator audit/promotion. The source branch must not be merged after its corrected promotion landed.

The 169-row denominator, status contract, subsystem taxonomy and evidence-boundary design are sound. The source head is not merge-ready because it is 28 commits behind current main and its current-refresh/matrix are materially stale after today's promoted work.

Material findings to repair in a clean current-main promotion:

1. COV-AUD-001 — stale current-client/login state. #555/#561 now establish the exact current official Linux fence (15.32, 52109920, ed5469…, Build ID d803…). #528/#577/#578 causally prove native login-to-world at the exact current build. Promote A01 PARTIAL→DONE, A07 PARTIAL→DONE, A09 PARTIAL→DONE, A14 BLOCKED→DONE; preserve A15 BLOCKED because post-handoff stability failed; promote A16 BLOCKED→PARTIAL because current-build form-less helper revalidation succeeded but update/restart stability remains open.
2. COV-AUD-002 — stale current-build RE blocker. Current-build packages #544/#551/#556/#558/#559/#560 plus #528 exact-SHA helpers prove substantial revalidation on the new binary. Promote H21 BLOCKED→PARTIAL and H22 BLOCKED→PARTIAL; neither is DONE.
3. COV-AUD-003 — missing accepted static G0 deltas. Promote F11/F12, D06/D07, D12-D14, D19-D22, G01/G04-G06, and H07-H14 from NOT_STARTED→PARTIAL according to their independently promoted source packages. Existing PARTIAL rows remain PARTIAL.
4. COV-AUD-004 — economy semantic-ID reconciliation. Accepted static census #547 maps by semantic row name, not by the source task's local G-number labels. Promote canonical G24 Market, G25 Store, G26 Daily Reward, G27 Reward Wall, G28 Character Info, G29 Blessings/premium, and G30 Character auction/trade to PARTIAL. Keep canonical G31 World transfer/main-character change NOT_STARTED: #547 found no dedicated transport mapping and #550's GUI observation is explicitly diagnostic/not promotable.
5. COV-AUD-005 — stale frontier prose. #539/S10 is no longer IN_PROGRESS; its terminal result is BLOCKED_MISSING_RETAINED_CODE_WINDOW with B04/C21 remaining PARTIAL. #550 is terminal with canonical_live_G24_G31_status_delta=NONE. #557 is terminal superseded and adds no coverage delta.
6. Do not promote H01/H05 or other H01-H06/H15-H19 rows from compiled-name/controller presence alone; current-build static refresh preserves those semantic gaps.
