docs(track-a): promote economy panel static census

Objective

Promote the corrected bounded static checkpoint of TIBIA-RE-ECONOMY-PANELS for G24-G31 from source Draft PR #546 after fresh coordinator revalidation.

Independent coordinator review

The source Draft was not trusted as-is. Fresh review re-read the raw S1 C2S/S2C registries, handler-xref catalogue, capability census at immutable source refs, PR #293/archive metadata, Track A admission contract and PR #536 ownership.

The source task had one real material governance defect: mandatory runtime_access: none admission fields were missing and mutation state was inconsistent. Source head 54dca602dfa38f1cc347716cf0f701b22c3fe6e9 repairs that defect and passes Track A governance run 32219366592 plus CI run 32219366648.

An intermediate coordinator revision then hypothesized a capability-census SHA conflict. Fresh immutable re-reads disprove that hypothesis: capability census at both source base a1368bb… and source head 54dca602…, PR #293 and the archived capability-design task all use e6c244bd39fe2e0632f6f000efd3147164696efa8e901718668e0442325ff7fe. The false conflict is removed from the promotion artifacts.

Current canonical alias boundary

PR #543 is merged on the promotion base. The canonical TIBIA-RE-ECONOMY-PANELS alias includes read-only live panel/confirmation-boundary research. Therefore this PR does not mark the full alias runtime mission or G24-G31 coverage DONE; it promotes and archives only the bounded static census subtask.

Promoted boundary

• exact same-build S1 generated-message and protocol-handler type/xref facts for G24-G31 are accepted;
• same-exact-build capability-census economy/account UI/controller observations are retained as static leads only;
• no live GUI, dispatcher, wire-encoding, handler/storage causality, transaction-confirmation or server-side effect claim is promoted;
• no shared matrix/checklist path owned by Draft PR docs(track-a): add full-client RE 100% checklist #536 is modified.

The static subtask is runtime_access: none, mutation_authorized: false, physical_e2e_required: false. No login, credentials, GUI input, process control, gameplay, purchase/sale, market mutation, coin transfer, reward claim, auction/trade commitment, world transfer, main-character change or due-payment action is part of this promotion.

After this promotion is exact-head CI clean and merged, source Draft PR #546 should be closed unmerged as superseded. The full canonical alias retains a separately admitted live read-only continuation.

Material finding ECON-PROMO-AUD-001: the source/initial promotion claimed a capability-census digest conflict that is not present in the authoritative repository sources. The promotion-owned evidence/report/archive surfaces and PR body now remove that false conflict and retain capability-census UI/controller observations only as same-exact-build static report leads; no live GUI/dispatch/ABI/transaction/server-effect semantics are promoted.
