reality: publish OSS baseline artifacts

Summary

• publish the public reality OSS contract, schemas, specs, and reference docs
• add sdp reality emit-oss and sdp reality validate as a supported public baseline flow
• align public help and skill copy with the actual single-repo OSS baseline, and harden beads ready tests when no local beads database exists

The original branch mixed valid runtime work with stale top-level churn. The replacements keep the useful slice and drop the branch noise.
