chore(pre-oss): pin inventory SHAs to merged main

Follow-up to #581. The residual-ownership inventory pinned pre-merge branch SHAs, so speccheck fails on merged main (ancestor/identity checks). This pins both SHAs to the #581 squash-merge commit a8c18f3 (ancestor of all future main) and makes tamper tests field-anchored so they survive identical impl/baseline SHAs.

2 Go files (test only). Fixes the speccheck gate on main.
