chore(cloud-environment): enable attribution in the fleet plugin list

Refs melodic-software/claude-code-plugins#4668. No related closing issue in this repo.

Summary

The fleet plugin list still enables provenance@melodic-software, the deprecated shim. Owner decision on claude-code-plugins#4668 keeps the plugin enabled under its new name, attribution.

Fix

In components/cloud-environment/fleet-plugins.json, replace "provenance@melodic-software": true with "attribution@melodic-software": true, placed so the enabledPlugins keys stay in byte order.

Verification

• JSON parses; enabledPlugins keys are in byte order.
• git grep 'provenance@' returns nothing.
