Adds spec/DSPX-4372-t1.md, the plan that replaced #621. The closing comment on #621 links to this file, but the file was never committed.

The plan splits #621 into six independently reviewable stages:

Stage Deliverable Status
1 Two-arm statistical fixes merged (#625, plus #640, #643)
2 Shared local preparation and installation contract #626, #642
3 Multi-arm measurement and reference gates #658 (draft)
4 Candidate-to-candidate conclusions #659 (draft)
5 Thin CI integration using the local path #660 (draft, on an intermediate merge with #622 and #641/#647)
6 Report presentation and publishing #661 (draft)

It also records the three defects found in review of #621 that the later stages must not carry forward: control registration after RSS censoring, a winner named from point estimates alone, and a tripped control that doesn't suppress the winner claim.

Docs only.

Records the plan that replaced #621 (DSPX-4372-t1): independently
reviewable stages for statistical fixes, shared local preparation,
multi-arm measurement, pairwise conclusions, thin CI integration, and
report presentation, with the review findings each stage must carry.
