chore: exclude Markdown files from ruff format - #1813

Since ruff 0.16.10 ruff format also rewrites Python code blocks in Markdown, so make pre-commit (and the git hook running it) reformatted README.md and the docs on every run.

Since the ruff bump (#1806) ruff format also rewrites Python code blocks inside Markdown, so make pre-commit reformats README.md and 32 docs files on every run and the git hook aborts every commit. This limits ruff format to Python files again.
