Fixed in latest tag, rebased the PR.

the device pakala-hyd-04 don't have has-bt, however one BT_ON_OFF testcase was part of pre-merge-basic testplan
moved the BT_ON_OFF to pre-merge-bt, this will fix any misplaced bt testcase on pakala
