Adds the global cap's 429
{"reason":"global_cap"}todocs/api.md, as vibebuddy-cloud#14 builds it. It also says only daemons call the voice API.Voice tokens were in an earlier version of this PR. They're gone, because the box's audio goes over the link to the daemon over the Relay too (ADR-0018 amended in #174).
