Moves the vendor/tinytools gitlink from d92c448 to 8f18f7f, the current tinytools main.

Picks up tinyhumansai/tinytools#44: contains_call_markup exposed with its test module, plus empty-input/empty-markup parse fixes.

cargo check passes at the workspace root.

OpenHuman will move its vendor/tinyagents gitlink to this commit in a follow-up PR.
